កម្ពុជា-អូស្ត្រាលី សហការស៊ើបអង្កេត ៥ករណី លើបទល្មើសបច្ចេកវិទ្យា និងពង្រឹង MOU ប្រយុទ្ធប្រឆាំងឧក្រិដ្ឋកម្មឆ្លងដែន

រាជធានីភ្នំពេញ៖ ក្នុងរយៈពេលជាង ១ឆ្នាំមកនេះ គិតចាប់ពីឆ្នាំ២០២៥ ដល់ខែមិថុនា ឆ្នាំ២០២៦ ក្រុមស៊ើបអង្កេតបទល្មើសឆ្លងដែន Transnational Crime Team (TCT) នៃអគ្គស្នងការដ្ឋាននគរបាលជាតិ បានបន្តកិច្ចសហការយ៉ាងជិតស្និទ្ធជាមួយនគរបាលសហព័ន្ធអូស្ត្រាលី (AFP) លើការងារស្រាវជ្រាវ និងផ្លាស់ប្តូរព័ត៌មាន ដើម្បីប្រយុទ្ធប្រឆាំងបទល្មើសឆ្លងដែន និងបទល្មើសបច្ចេកវិទ្យា។ លោក ទូច សុឃៈ អ្នកនាំពាក្យរងក្រសួងមហាផ្ទៃ បានឱ្យដឹងថា កិច្ចការនេះ អគ្គស្នងការដ្ឋាននគរបាលជាតិបានទទួលសំណូមពរ ៥ករណី ពីភាគីអូស្ត្រាលី ពាក់ព័ន្ធនឹងការឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា។

បើតាមលោក ទូច សុឃៈ សំណូមពរទាំង ៥ករណី មានជាអាទិ៍៖ ករណីឆបោកតាមគ្រីបតូ មានចំនួន ២ករណី ដោយ ១ករណី សំណូមពរឱ្យអគ្គស្នងការពិនិត្យអាសយដ្ឋានអ៊ីម៉ែលចំនួន ២ខ្សែ ហើយការស្រាវជ្រាវរកឃើញថា អ៊ីម៉ែលបានដំណើរការចេញពី Server ក្រុមហ៊ុន Google នៅសហរដ្ឋអាម៉េរិក និង ១ករណីទៀត អូស្ត្រាលីបានសំណូមពរឱ្យអគ្គស្នងការពិនិត្យម្ចាស់អត្តសញ្ញាណ IP Address ចំនួន ១ខ្សែ។ ដោយសារករណីនេះ ពុំមានតម្រុយស៊ើបអង្កេតបន្ត នគរបាលសហព័ន្ធអូស្ត្រាលី (AFP) ក៏សំណូមពរបិទបញ្ចប់។

ដោយឡែក ២ករណីទៀត ១ករណីសំណូមពរពិនិត្យទិន្នន័យអន្តោប្រវេសន៍ជនសង្ស័យ ៦រូប ហើយការស្រាវជ្រាវរកឃើញថា ជនសង្ស័យពុំមានដំណើរចូលប្រទេសកម្ពុជានោះទេ ខណៈ ១ករណីទៀត អូស្ត្រាលីបានសំណូមពរកិច្ចសហការស្រាវជ្រាវស៊ើបអង្កេតទីតាំង ៣កន្លែង ដោយជាលទ្ធផល នគរបាលសហព័ន្ធអូស្ត្រាលីកំពុងធ្វើការជាមួយនាយកដ្ឋានប្រឆាំងបទល្មើសបច្ចេកវិទ្យា។

ករណីទី៥ ពាក់ព័ន្ធនឹងការជំរិតប្រាក់តាមប្រព័ន្ធអនឡាញមានចំនួន ១ករណី ហើយជាលទ្ធផល សមត្ថកិច្ចបានរកឃើញជនរងគ្រោះ និងបានបញ្ជូនឱ្យវិលត្រឡប់ទៅប្រទេសអូស្ត្រាលីវិញ ខណៈសមត្ថកិច្ចកម្ពុជាពុំមានព័ត៌មានជនសង្ស័យឡើយ ព្រោះជនរងគ្រោះទាក់ទងជនសង្ស័យតាមប្រព័ន្ធអនឡាញ។

លោក ទូច សុឃៈ បានបន្តថា «នគរបាលកម្ពុជាបានបន្តកិច្ចសហប្រតិបត្តិការជាមួយបណ្ដាប្រទេស និងអង្គការអន្តរជាតិនានាយ៉ាងល្អ ជាពិសេសនៅថ្ងៃទី២៣ ដល់ថ្ងៃទី២៤ ខែកញ្ញា ខាងមុខនេះ ក្រសួងមហាផ្ទៃនឹងបង្ហាញអំពីហេតុផលនៃការកើតឡើងបទល្មើស Online Scams ដែលមានភាពស្មុគស្មាញ លទ្ធផលនៃការបង្ក្រាបបទល្មើសឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា និងបង្ហាញអំពីបទពិសោធន៍ និងឆន្ទៈនៃការបង្ក្រាបបទល្មើស Online Scams។ ជាពិសេស បង្ហាញថា ប្រទេសកម្ពុជាពុំមែនជាស្ថានសួគ៌នៃការប្រព្រឹត្តបទល្មើសឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យានោះទេ»។

គួររំលឹកដែរថា អគ្គស្នងការដ្ឋាននគរបាលជាតិកម្ពុជា និងនគរបាលសហព័ន្ធអូស្ត្រាលី (AFP) បានចុះអនុស្សរណៈនៃការយោគយល់គ្នាកាលពីដើមខែកញ្ញា ឆ្នាំ២០២៦នេះ បន្ទាប់ពីបានអនុវត្ត MOU ជាមួយគ្នាកាលពីឆ្នាំ២០០២។ គោលបំណងនៃ MOU គឺដើម្បីធ្វើកិច្ចសហប្រតិបត្តិការប្រយុទ្ធប្រឆាំងឧក្រិដ្ឋកម្មឆ្លងដែន រួមមាន អំពើភេរវកម្ម ជួញដូរ-រត់ពន្ធមនុស្ស ការរំលោភបំពានផ្លូវភេទលើកុមារ ជួញដូរគ្រឿងញៀនខុសច្បាប់ ជួញដូរអាវុធ សម្អាតប្រាក់ បទឧក្រិដ្ឋបច្ចេកវិទ្យា ការក្លែងបន្លំអត្តសញ្ញាណ ឬបទល្មើសផ្សេងៗទៀត តាមការឯកភាពរវាងភាគីចូលរួមទាំងពីរ។

បើតាមអ្នកនាំពាក្យ តាមរយៈអនុស្សរណៈនៃការយោគយល់គ្នានេះ ភាគីទាំងពីរបានបង្កើតក្រុមស៊ើបអង្កេតបទល្មើសឆ្លងដែន (TCT) ដើម្បីបង្ការ ទប់ស្កាត់ និងបង្ក្រាបរាល់បទល្មើសឆ្លងដែនទាំងឡាយ ជាពិសេសបទល្មើសចេញពីកម្ពុជាចូលអូស្ត្រាលី ឬពីអូស្ត្រាលីចូលកម្ពុជា និងពីប្រទេសដទៃដែលពាក់ព័ន្ធនឹងប្រទេសទាំងពីរ៕

For over a year, from 2025 to June 2026, the Transnational Crime Team (TCT) of the General Commissariat of National Police has continued to collaborate closely with the Australian Federal Police (AFP) on research and information exchange to combat transnational crimes and online scams. Mr. Touch Sokhak, Deputy Spokesperson for the Ministry of Interior, stated that the General Commissariat of National Police has received 5 requests from the Australian side regarding online scams.

According to Mr. Touch Sokhak, the 5 requests include: First, 2 cases of crypto fraud.

In one case, there was a request for the General Commissariat of National Police to investigate two email addresses, but the investigation found that the emails operated through Google servers in the United States. In the other case, Australia requested the General Commissariat of National Police to identify the owner of one IP address. Because this case had no further clues for investigation, the Australian Federal Police (AFP) requested to close this case.

Separately, there were 2 other cases: One case requested checking the immigration data of 6 suspects, and the investigation found that the suspects had never traveled to Cambodia. In the other case, Australia requested cooperation in investigating three sites. Currently, the Australian Federal Police are working on this case with the Anti-Cybercrime Department.

The 5th case involves 1 case of online extortion. As a result, authorities located the victim and sent them back to Australia, while Cambodian authorities have no information on the suspects because the victim communicated with them exclusively through online platforms.

According to Mr. Touch Sokhak, the Transnational Crime Team (TCT) of the General Commissariat of National Police currently continues to cooperate closely in investigations with the Australian Federal Police (AFP) on the remaining online scams following Cambodia's successful large-scale crackdown.

Mr. Touch Sokhak continued, "Cambodia continues to open cooperation with various countries and international organizations. Specifically, on the 23rd and 24th, Cambodia will demonstrate why online scams have become globally complex, show the successful results of Cambodia's crack down, share the experiences of Cambodia's success with other nations facing similar issues, and show Cambodia's firm will that it is not a safe haven or a paradise for cybercriminals."

It should be recalled that the General Commissariat of National Police of Cambodia and the Australian Federal Police (AFP) signed a Memorandum of Understanding (MoU) in early September 2026, after previously implementing an MoU together since 2002. The purpose of this MoU is to cooperate in the fight against transnational crimes, including terrorism, human trafficking and smuggling, child sexual abuse, illegal drug trafficking, arms trafficking, money laundering, cybercrime, identity theft, and other crimes as agreed upon by both parties.

According to the spokesperson, through this Memorandum of Understanding, both parties established the Transnational Crime Team (TCT) to prevent, intercept, and crack down on all transnational crimes, especially those moving from Cambodia to Australia, from Australia to Cambodia, or involving third countries linked to both nations.
